the unique qualities of the units makes RTS games fun! you can't master all the races easily.

Of course..but I am talking about similarity.

Artillery is same function as other factions Artillery.
Tanks same function as others.
etc etc.

Different in that game. :?

yeah, since the Chaos Artillery are better close combat fighters, while the Space Marine Artillery has 100% accuracy on ground bombardment, and the Tau don't have "artillery" in the sense of the others, while the Imperial Guard have artillery with a special ability, with the Necron Artillery being their HQ building.
