3. The person who picked the name is now responsible for giving a gift
4. The purpose is not let the anybody know whose name they picked. This is the main objective of the game.

I've seen it played with randomly selected ways as well such as pulling names out of a hat or in this case selecting a number which is given to a name. You just dont know the name till you already selected the number.

Everyone has been added to the list, and for the 100th time..no massing players for their gift! Just give what you can.
Most people will be on PPT for Christmas as well (maybe) as well. So you never know.
