sorry if already mentioned, but one fact that should be noted:
officers get a % of their commanders income.
that % is DIVIDED amongst all officers.
so if someone has a TON of officers, they get very little benefit in Naq from them.
most people, looking for self-gains, will choose commanders who give them the most benefit.
the 'most' benefit is someone who has a higher income, and fewer officers...
I think naturally, people will migrate to the 'best' commander, and that will keep the income to officer count ratio balanced.....
now - are some people just natural leaders, and people stick with them even when bigger benefits are found elsewhere? yes... but that is the benefit that natural leaders have.....
