theoretically you are right...but how many accounts are really active ( I mean playing not logging only 1-2 times a week to go to PPT and spend naq from it)? 50? 100? I guess only admin is able to tell us that but let's assume that it's 100...
So maybe something like that (ranks based on assumption that in quantum is 100 active accounts):
turn generation is same for every one but:
- top 50 can do one market trade for 2400 turns daily,
- 51-100 can do one market trade for 1200 turns daily,
- <100 can do one market trade for 600 turns daily.
It would limit amount of turns available to feeding accounts, which means less naq for feeders, and still it should be possible for someone lower then 100 to climb up to top 50 without great difficulties.
Of course this still means that someone below rank 50 can't even think of catching top 5 players but that doesn't change anything as now it's also impossible...and also maybe it would make players about rank 40 - 60 to play little more because they would want more turns to trade...and maybe then there would be a little competition between lower ranks too...

Howabout
you have high attack turn generate, high volumes of turns
and than you get to tell who's cheating by who surpassing who, but a Huge amount.
when 1 person has 3-4 times the amount of naq farmed that the next top 4-5 have, but has a lower income.
Then it's pretty damn convincing
The idea is, yes there are cheaters, but the way to make the cheaters know is when they really overplay their hand, which is much easier to do with more profit to be gained by cheating.

seems like his mate and alliance leader is up to the same tricks. I wonder how many members of DoC are cheating to get ahead

Feeding is not cheating.
How about we add a superweapon to use on feeders, that when used, destroys the same amount as your average hit for last 5 days. People who feed will have a very high average naq farmed, whereas every1 else will just lose a small bit?

This is a joke.. seriously. Even if he's being fed I wonder how many accounts does that much naq come from? He is making around 350-400bill naq everyday, which is more than what some accounts farmed so far this era. Even if feeding is legal this is just becoming worse every single day, maybe in a few weeks he'll have more power than our alliance if he keeps this up...

Make it to the admin meet and have him investigate? I won't be able to make it, iPhone can't get on irc properly.
Make sure he checks where the naq went to. Because whoever is feeding off that account knows what is going on and is therefore in the wrong. Similar situations in main resulted in bannings of all acounts that profited from cheated naq - which using a script is

i would love to had help from a better english then me
but i will be there
and nobody will have profit from cheated naq
