If the cost per untrained merc is 1500, and the cost per untrained miner is 1500, would it not make more sense to invenst in miners rather than mercs? That way you'll have units working for you(generating naq per turn that you have for later) instead of eating all the food in your fridge.

i belive that if a commander does not have SS then he could buy UM and give to an officer then the officer could sell not very effective but i belive that i could be a purpise.

Untrained Mercinaries serve absolutely no purpose.
Well they can make your army look bigger on your stats page, but I've never found that important.
