Lots of people ask friends & allies to hold resources for them, and have those resources brokered directly to the friends/allied ( especially UU due to trade caps ).
Also when trading it's quite easy to say 'I will accept' in place of 'I will get them to accept' brokers when brokers are going to friends/allies. Its just a turn of phrase and doesnt literally mean you personally will login and press the accept button on the account.
Lots of people raid off friends accounts or dead accounts when they buy or transfer UU.
I personally once had a friend give UU to a dead raid account for me to raid only to realise I couldnt rank drop low enough to raid, bricking it for 30 mins with all my UU on show on a dead account anyone looking could have spotted and raided. Luckily in my case no one spotted them.
Dead Raid Account = Inactive account with no CO / officers or Alliance in a rank range people are unlikely to be looking at when farming ( Not one you have logins for ).
Rank Drop = Usually means untraining spies for 1 min at turn tickover to lower your rank and get around the 10x raid rank limit.
Im not defending anyone, and dont know FE but their is no real proof here yet just easily explained circumstantial evidence.
As Daku said, arguing is pointless and hopefully Admin will find proof or clear this persons name to put an end to it.
As for a 'report button' I dont think that would work in SGW, people would press it all the time, admin would be flooded with reports lacking the detail to investigate.
