There is a covert expence calculator in the of the alliance forums. I'd say lvl 33 would only set you back about 25... TRIL!!!!!!!!

Im pretty sure my last cov lvl costed 25bil... Not that thats all i can reach.

level 32 covert is the highest i know of
level 30 is a current average for 60-80mill armies id say

Actually 28 - 29 are.

Most people closing into 100mil have lv30 though.

No point of getting a higher one, Idk why'd you spend 6tril on a covert level when 2mil spies are worth 1.2tril

Just get some spies.

I agree, no point in going to high as spies even tho they can be killed make up for it.

Well if you spend 18 trill naq you can halve that to 1mill spies... which makes being ac'd a lot less costly (UU costs - which is good for those who cant raid/buy UU or suffer from the plague)
