Fleets have always gone splat if less than 10%. Though, until like 1% they still do some damage (based on the number of fleets sent). Admin put in place a thing to stop someone using 1 fleet to slowly damage an expensive platform, which was possible before, though I do not see the benefit in that as the cost of turns vastly outweighs the cost of using more fleets with that tactic. With it being changed that you cant send 1 fleet (maybe a small number as well) it came up an error as if the planet had a natural defense on it so you could tell there was a platform there without loosing the fleet (not that big of a difference then it going through and you loosing the fleet to see the platform, but also not intended I believe).

With more and more benefit for alliances, and houses (which require alliance), the person in no alliance, thus no house, will receive a 'i am so tough i fight alone like chuck norris' bonus of 10% to natural DEFENSE and COVERT. This is ontop of any commander/no commander/own commander bonuses, and deals specificly with alliance or no alliance. It takes 24hours for the bonus to kick in after becoming lone wolf.
^^ It's been more than 24 hours and the bonus has not kicked in.
Ok well i had done all that well after the 24hrs had past and it didn't affect it. However, having said that i have now logged in and the 10% bonus has been given. Thanks.

note: bulk intelligence is gathered each 30 minutes or so...for up to the second data, you must look at the individual realm in question.
