Well, you see.. you'd have to actually get someone involved in the war for them to go and pay anyone tribute.


Neutral means: Farm Everyone.
Not to be bound by some silly code "don't attack these, don't attack those".. but complete freedom. Like what the Black Pearl stood for in the Pirates movies.

You cannot ask someone to pay for complete freedom to farm everyone. That's the opposite world. You could ask someone to not farm you in particular, which would allow you to rebuild after you spent all your naq and admin has disabled the PPT during wars.

But seriously.. if you lot end up fighting each other, your resources when someone from FUALL fails to collect them, default to everyone else. Simple as pie.

Last Dune was a neutral alliance full of runners created by STI.
there was both side runners, not only CoP.
Most of them where sending ressources to friend inside the war. For me, they where statbuilders who like to tell "i was in that war and spend many naq to mass people" but hadnt kill any super by themselve.

if someone look to keep def, spy and planets, maybe leaving FUALL-JANUS would be a great idea. Dont stand in an alliance if u'r not ready to die for her !

i dont really believe in vulture, and more, i would appreciate to be vultured by someone else than my ennemy. And if i look to keep my income safe during a war, i just have to build a little def and bank more
