I would say that only those who have expressed interest actually get into this 
Not really fair to those who get included if they didn't want to be.
Okay some proposals for discussion, so don't bite my head off if you disagree. Make an alternate proposal
1. Both sides join a temp alliance for war
2. declare an alliance war on each other
3. war lasts for that time, no longer
4. no later retaliation by alliances
5. Planets - no
6. Ascension - no
7. Min defence - 50b - when massed, posted on forum, you have 8 hours to report 'repaired' or you are out of war for the rest of the duration
8. no external funding - external farming is okay
9. PPTs - allowed
10. have fun ...
The only thing I can see is timing problems (aka when to run it) and the server war since there is more than a few of us in it and ... err lol... we are meant to be enemies for that.
