Seeing all those no such IDs around my ID, I'm wondering how IDs were/are determined...Normally, it's when you register, you get an ID, then person reg after you, gets an ID after you.

Yes but why is there so few "low IDs"?
Even when deleted accounts were visible, not all IDs were being used...
