now when it comes to the ms, how should i build that up, with defense or fleets first?

with you MS its pretty much just getting a balance
weapons are cheaper to get
but shields are stronger
fleets are used for extra damage and for taking planets

which would you suggest i start building first?

so just build it up evenly then

weapons first, get a few thousand
then shields
i try to make sure that i have almost equal power with weapons and shields,
a personal choice really.
though ive been neglecting my MS so that i can stay low in the ranks to raid
