ok. a bit of history, explaination and solutions.
i had to 100% redo the login process due to an exploit found.
cookies are mandatory. every case that can't log on is missing the cookie.
why - i do not know. the settings APPEAR ok, but who knows with browsers (in particular microsoft).
The fact that it is "client side" is reinforced by the fact that most people have no problems.
I have redone the logon to try and fix this multiple times over the last 3 days or so, so unfortunately 'historical reports' of the issue become out of date.
just right now i added some logic that SHOULD allow everyone in, and deals with the security in a parallel way.

include your username, ID, browser, ISP, error message and url you used to log in. Maybe there is a common factor (beyond IE).
Now - solutions:
1) download firefox.
http://www.mozilla.com/firefox/
Everyone with a problem seems to use IE. maybe even the same version. So firefox seems to avoid the issue (and is a good browser and is free).
2) allow cookies - try setting your 'security level' to low/none as a test. If it works fine, you know it's your browser settings.
3) download firefox.
