That surprised me that USA wouldn't step in to help Japan.

But on the other hand, I also read USA gathered $22 mil to help Japan, so that made me wonder...

I don't see what was not understandable, I just pointed out I was confused by this fact: Avenger said USA didn't help Japan in another thread, while I read funds were collected to help Japan on the other hand, by NGOs. So I guessed, Avenger must have meant federal state help instead of NGOs help.
