the blank (now fixed to display the zero) is a zero.
when fleets go to zero, they are scrapped. just like weapons at zero are scrapped.

Guys if you are still wondering about your fleets - Fourm added this a few days ago - with the message

Fleets damaged to zero - fleets damage like other weapons and are scrapped when they reach zero - so remember to repair them
