well man 5% tax is a lot, basically it gives goa'uld 25% bonus on naq., and thats without taking in consideration their strike is higher than tauri, its totally overkill.
ie;
goa'uld 1 strike weapons + 1 strike unit = 125 power
tauri 1 strike weapons + 1 strike unit = 120 power
I don't see the balance effect at all...

Actually the racial bonus is calculated on top of weapons strengths.
So Tauri weapons would (should) actually be: 144

I did the calculation believe me, goa'uld currently have a higher strike than tauri due to their weapons strength being stronger
race multiplier * weapons strength = total power
goa'uld = 5 * 25 = 125
tauri = 6 * 20 = 120

I'm goa'uld, I have 1 death glider with 1 attacker and my strike is 800
