the price of UP upgrades depends on what the top UP is. If the top UP gets farther away, yours gets cheaper. If it costs you 300mill per click today, it's gonna cost you 290mill, in a day or so if the top UP gets higher. Or even less (im not sure what the %'s are really, it just gets cheaper as the top players increase theirs). So save few days worth of income and buy 999 or more UP at once. So far i managed to keep up with top UPs (more or less, 10k~ difference, no biggie) at all times (right now behind as the USS was used today, gonna catch up by the end of week easily). Also it's not always good to wait till last minute to use the bonus units - use it when you plan to do the last UP upgade for that week.
(i'm not the most experienced player around either, i've skipped about 2 years of playing now, so this is as much as i have figured out in last 2 weeks, worked ok so far.)

The longer you wait with the turns you have the less miners you have the lower your income.
The longer you wait with holding onto your naq and not spending it on UP the less units you generate = less income again.
The longer you wait with the weekly bonus =less miners = more naq you miss out = the lower your UP.
The faster you spend your turns, the more units you have that day you spend them, but wait another day and you could have gotten way more.
The faster you spend your naq the more UP you got but you get to pay more for it then the rest so they will catch up easily.
The faster you spend your bonus after market refreshes, the less people have spend their naq on UP so the more you got to pay for it and the less units you will get from the market bonus.
Figure out what the best thing to is yourself... hint: a combination of waiting & spending fast.
Because it all depends on your own era-goal.

true story - the mix is the best, you also need lots of luck to pull it out at the right time.

You guys are pretty much correct. The process i followed was
started with 4mil units and 4k turns
raid all the turns avaliable to me, increase army to approx 5.8mil
Empty bank into UP (300bil)
Wait for turn change to get max bonus on USS (second for era)
Spend Naq from USS on UP, increase to 270k raw.
Use Market USS bonus for another 660k
Farm 480 turns i forgot i had from a MT

I would wait on the weekly units bonus because the Naq you lose doesn't compare to the extra units IMO. I can "acquire" 540k units from the Market right now, that will obviously increase by the time I use the bonus at the end of the week, but if I chose to use it right now let's see how much Naq I could be making by the end of the week:
540k units.
1 unit generates 1k Naq/Turn for Asgard/Replicator/Tauri -- 1.2k Naq/Turn for Goa'ulds. (I'm a Goa'uld like almost everyone these days)
540k uu x 1.2k naq = 648mil/Turn.
648mil/Turn x 48 Turns/Day = 31bil/Day.
31bil/Day x 4.5 Days (left until weekly bonus reset) = 140bil naq. (About 2/3rds of my daily income)
Let's assume that enables you to upgrade your UP by 500 clicks by the end of the week, that would mean that you are now making an additional 25k uu/Day. So at the end of the next week (7 days after the 4.5 days) you will have only made 175k uu. [or 210k uu if you are self commander]
Let's just say I am increasing my UP by 20k a day (just a randomly low figure), that means I am adding 24k to my UP total everyday, and also 48 to my weekly bonus.
What that means is that over the next 4.5 days I will be adding 216k to my total weekly bonus.
Boom.

Noone is playing their USSs smartly at all... I think you probably can keep up. Keeping up with people getting fed is harder, although they aren't doing a very good job of it either.
I have gotten 1 USS so far, and that was last week. If I use all my turns I should get close to 9m army and I have close to top UP. So I could potentially have the 2nd top army if I use my turns today and would only be behind kikaz who is getting USSs and getting fed... (without me buying any USS I could still be at around 8.5m army or so)
So don't give up hope, play smart
