You can untrain all your miners yes-but that leaves them in the open to be raided...

Maybe base it on the average income or UP for the last 24 hours? That way it couldn't be avoided...

Precisely why I said that it could then be based on average UP/Naq production for the last 24 hours... I think that would be much harder to cheat.
