Underdog is not the word I'd use Norbe but then I guess EPA are like that... they like the little inconsistencies that make them feel .... downtrodden.

Doubt Norbe is going to read that as you are a bit late to the party. It was quoted, along with the date of his post, as a sign of the change EPA has done while at "war".

Would be interesting. Too bad 1/3 are in OE, 1/3 are in EPA and another 1/3 are spread around from what I remember (besides those who actually have quit ).
