Give the players until New Years to step forward, and then slap them upside the face with a round about mass from the X amount of people who want some.

I'm not sure I want to post the list of who has who, I'm afraid of where that door will lead (for those who have not yet received anything) and that it will destroy the entire purpose of this secret santa
You don't have to do that, you could make a group of the ones who got nothing yet and the ones who sent nothing yet this way we know who's in both groups but we dont know who got who.
