I always assumed the alliance that Arkanus is in, is the automatic noob alliance

You do not have 100% of OE member's NG accounts, tagged and within OE. That is a fact

This is probably the same for most alliances. That is what Wilco means.

Ark wasn't saying that that was someone in TO's NGM - he was saying that they are part of the war with OE on TO's side and not in TO.

We're well aware that us and other alliances have NGM outside our alliances. But we don't bring those in to fight without tags.
