a. Dictators are not all wrong. There's much to be said for a government that's able to make decisions, write policies, and execute justice and progress. Unfortunately, most dictators have failed to deal with the power they get.. so my vote goes to an executive committee of Alpha humans. 'Alpha humans' being defined as the inherently best of humankind.
b. Eugenics are great, and an excellent way to further the human race. I mean, come on.. how many children are born each day with genetic deficiencies? Have you any idea how detrimental the effect of the survival (and even procreation) of all these genetic errors on our gene pool is?! Humans have NO natural enemies any more. Humans have NO real natural enemies, so nature's principle of selection hardly applies. Everything survives, causing havoc to be wreaked on the average human. Some families have managed to keep themselves clean from defective influences, but only through rigorous and harsh selection.
At this point in time, 99% of humanity is defective. 80% of humankind is sub-marginal in areas that count, and well.. I don't have to start about the food shortage, do I? We are overconsuming, underproducing, and our prestations are marginal. We, humans, are no longer viable as a race.
Eugenics can fix all that. Eugenics can help us grow humans, designated and especially suitable for specific tasks from birth. Yes, that means 'losing' 80% of humanity, but who needs mediocre, mass-consuming viruses anyway?
Oh, and before someone starts the whining about how precious every human being is.. they are, definitely. And without a doubt, if you knew one of these people (and since 99 in a 100 are defective, it's pretty likely you are one yourself, heck, I'm one) you'd hate to see them removed. But here's the tagline.. do you want to live for another 20 years with 10 billion other humans, or do you want humanity to prosper eternally?
Making the sacrifice of 80% of our planet's population at this moment will reap immense rewards in a century or two, when humanity will realise that while the action was harsh, and painful, it was necessary. When we travel across the stars, we will remember those who sacrificed themselves to allow humanity to survive the energy crisis. Aye.. they'll be remembered as heroes in ages to come. I could go on.
And before anyone says "But you're likely to be on the list of those to die" Yes. I am. So are you, most likely, as we're not the brightest bunch here. But I'll die knowing that in centuries to come, humanity will have the means to survive. I'll happily give my life for that cause.

Thirdly, how long will it last, will it be all at once or long and slow process, such as increasing costs of life to make poor ones die slowly? Or not cure anymore people being ill?
Fourthly, does the humanity really deserve to survive that much to sacrifice almost all of itself?
Finally, is it right to decide whether you have to die or not, if you did nothing wrong (points out death sentance)? Who has this right? How can they pretend it?
