Its more like 48 to 25.
That is 48 people believe that change needs to be made and 25 do not believe change needs to be made.
There are 24 votes for some changes need to be made and 24 votes for a total overhaul and only 25 votes against any change at all.
Even if it were 48 to 48, that still raises enourmous concern in that half of the voters feel strong enough for there to be change in the first place and would be ringing alarm bells in any other institute.
