Well I've been told by OE members in Alpha, Omega, and Delta that they have to ask for permission to mass.

Having a reason is not asking.

And you don't check with the alliance HC. You inform them of your reasoning for the mass.

I'm honestly not a fan of that part, but I can see a valid point. People tend to **Filtered** and complain after being massed.
