I think we've given a pretty decent answer, twice. In addition to that, my personal mod habits are to move threads when there clearly is a more suitable place for them. If there isn't, I will not move them. Now, how clearly a thread belongs in a certain area is a subjective matter for these fuzzy threads that can't be pegged down exactly. And threads evolve over time. So sometimes one mod may leave a thread in place where the next will move it. It's not a big deal. I don't see anyone getting banned over misplacing the occasional thread. So long as you're not deliberately making more work for the mods, it should be ok.

As soon as you build an idiot proof system, somebody else builds a better idiot.
If it moves, kill it. If it doesn't move, kick it until it does move, and then kill it.

Aside from a little flaming occasionly, things still ran smoothly.
I think the mods need to practice a more hands off approach.

Are there so many different forums that everything gets lost? Absolutely!
But it's not that easy, I have tried to consolidate the sheer number of different forums we have and there's always a group of people thoroughly attached to it that won't let go.
One of the first groups i wanted to remove were the race forums, there's only a dozen or so people that post in it at all, let alone regularly. You wanted them to stay.
Some things from General may not need to be moved, but many do have better places elsewhere on the forums, and it is up to the mods to judge if that's the case.
But it's not that easy, I have tried to consolidate the sheer number of different forums we have and there's always a group of people thoroughly attached to it that won't let go.

because they are mods its their job and right to use their perceptive ability to decide where the topics belong. Not yours. (edit- just to make it clear, obviously within the definition already provided by forum, as he is their boss.)
If its clearly in the wrong place, why bother? Because if you start making lee ways for one person, then more threads will start to come and eventually the original meaning of the forum will be lost beneath a pile of spam. Its probably by similar effect your sorry ass is still on the forums.
Is it hurting anyone? No. But if the mods and admin dont keep what little control they have, they will lose, what respect they have, although once again, they have let you back, AGAIN, so they dont have much left to lose as it stands. It is the same prospect of give a mouse a cookie, its going to want a glass of milk, give it a glass of milk, its going to want a chair. Where does it end. The forum definitions and mods are there for a reason.

and then sometimes you get threads moved that were actually clearly in the correct place
and im sure it would make it much easyer for both users and mods if there was a CLEAR definition for all to see

We have sections for a reason. If we subscribed to the ideology that topics could go in any section, as long as they were active and if not active it dies anyway in that section, there would be no need to have sections... we would have one big place with every thread in it.
It the same thing that you see in your kitchen. Rhetorical questions: Why do you put your utensils in one place? Do you have utensils in the cereal bags? Do you keep milk with the canned soup, or yogurt in your washroom? Do you store carrots or celery under your bed?
