why cant i buy mercs

i have 1 bil naq OUT
i put one into the defense box and it says i dont have enough resources to pay
and i know i can buy them i have 200 k trained units

Probably you have typed more mercs than you can buy. You can buy a number of mercs equal to your supers, plus an extra given by your merc technology.
