He's the game admin, indeed. There are no game mods as far as I know (are there?), although sometimes I wish there were. adminJason can also ban players, of course (and he did on occasions), but he's got more important things to do. There is no reason, therefor, to blame adminJason for not doing anything against multis; as for adminMark, he's done a good job in the past and I'd like to think he has some good reasons for not spending too much time on the forums.

Furthermore, if you want to contact Forum/The Game Admins there are proper ways to do it - posting in SGW General is not one of them.
