This seems to be little more than an advertisement or 'plug' for and an "... internet ... show which broadcasts ... from [an] apartment balcony..." (quote taken from the website).

What do you mean that other people can make their own tv station. The link isn't about starting up a tv station. How is what they are doing any different from video blogging?

well.. it's much more than just a blog. they do some interviews from time to time, have some guest stars ect.
and maybe are making some money on this as well...
