Mothership "Re-Charge"

I'm surprised this hasnt been suggested before, but couldnt see it in common suggestions.
We all know shields and weapons are energy based in most / all sci-fi shows / books, "Captain shields are at 21%", "Phasar banks are not charged" etc etc. Even more so in SGW Energy Volley... Energy Shield..., kinda gives it away, well they would recharge at a rate.
So here's my suggestion leave it currently as it is, you can 'fast' recharge weapons / shields by buying them with Naq as you do now, but if you dont or dont buy full capacity they slowly "recharge" i.e. you get some shields / weapons free each turn.
I suggest 5% per turn (this is 5% of how many till max, i.e. 20000 capacity 10000 current, you get 5% of 10000, then 5% of 9500), so mathematically it would take a while to fully recharge and never reach zero, although for the purposes of rounding since you can only have whole weapons / shileds it could reach max capacity.
