possible cheats

I got attacked by this guy, and it got me looking

so did another of my alliance members, so I thought what another newb.
sola game id is 1924557, so i looked at his account and nothing, apart from a new planet, but was interested in the commander leads and found
commander, name cocta, id 1923906 4 new made planets, so i then look on to is commander
lordmark, id 1916248, no new planets so my concern stops there, just the first 2, could admin do a quick check to see if the first 2 accounts are just being used to create planets, and the resources going elsewhere?
