that way we can just have plain quantum (still with techs but no gambling or other stupid stuff).

lol why whenever I hear race war do I think of that Whitest Kids you Know sketch?

On topic: sounds interesting and quite the change of pace. But how would you make it dependent on races? Just no attacking your race or something more complex?
