Been searching around, but couldn't really find a definite answer.

Can someone who has full supporter status broker someone who doesn't? Or do both people need fss?

just try brokering someone without FSS... it gives u your answer right away

but yea... u both need FSS to use the broker, tho u can still send stuff direct to someone without it
