You have to wait 3 hours between attacks (the log states 4 but it is 3)
You can do a MAXIMUM of 1/3rd their LF reserves as your max damage onto their ascended being. So you can descend someone in a minimum of 4 hits (if you do 1/3rd damage each time and they dont replace their LF/reserves)
some people you can descend with 1 hit (if they haven't done anything to their ascended stats)
You have to have a strike 10x's their defence to do an ascended assault
for Example I say I do 80mill LF damage per hit.
with 60% rank mod that drops to
50,000,000 LF damage
they then have repulsion (only used by the defender) to reduce it further and their consitution to limit it more.
Say they repulse 10%
So I do 45mill LF damage
then reduce it a further 10% with constitution.
If I were to hit your guy with 9mill LF Reserves doing 40mill Damage to him the ascended council will limit that to 1/3rd of his LF reserves (3 million)
from that 9mill LF reserves his LF will be 600,000 (Reserves are LF x15)
So with my 3mill damage (maximum 1/3rd of his reserves)
I will remove 600k from his LF then the 2.4mill will come from his reserves.
The problem currently is between the 3 hours (6 turns) he could log in once convert from his LF cache to refill his LF & his LF Reserves fully. meaning your 99 AT and 3 hours has been wasted and he can do that every time between hits and it would be impossible for you to descend him.
There is a thread in Suggestions discussing descension and ways of making it "easier" to descend someone only in the fact that they can't refill their LF Reserves in one turn (only filling 5-10% of their reserves from cache per turn)
Anyhow I realise thats quite a lot of information but hopefully it will clear it up for you
