expired brokers going into the open?

i was under the impression that a broker that expires or is rejected allows you 12 hours after to "collect" your resources to prevent people from abusing the broker system.
today i had a broker for just under 2 trill naq expire and go into the open as the other person didnt accept.
is this a bug or some new update?

It goes into the open if it expires. If it's rejected you have 12 hours to collect it.

i thought it was changed some time ago to stop people being ripped off.
its supposed to back into your bank, i had space for it but it didnt?

is there any point in having a bug reporting section if the admins dont even bother to respond?
are they even worth having?

Its not a bug but it should be changed so that you have 12 hours to collect them.
