How to get additional information in players names

Hi. I have noticed some players have small red writing in there names.
i.e Stubborn Tok'ra, Prior of Auriel ETC
Is this just for moderators or is it something that you need a program for.
Apologies if been asked before,

they were given to mods for all their work on the forums, long ago i believe

I believe now anyone who has been playing for three years now have them also.
