when a new post is posted onto a topic. it gets highlighted and bought up to the top of topics in that sub forum.
so people can see it

what "bumping" a thread does is when a thread falls down in the list of threads (Where the newer threads are at the top of the forum), a bump will "bump" or nudge a thread to the top of the list by creating a New post that is more recent then all the others, making that thread have the most recent activity and at teh top of the forum (where more people will see it) hence the "Bring My Post Up"
its curteous to only bump every 12 hours, unless your topic get "burried" onto page 2
