What does it mean if you are rank 0 under these circumstances....
NOT Ostracized
NOT on Vac Mode
NOT come off Vac Mode within the last turn
NOT just ascended
Currently in Perg (mind you with 30m which is over the limit for perg i believe)
Resources do not increase.
Any ideas?
Does Vac Mode not show in perg?

Maybe he was banned in pergatory?
Ostracized accounts still produce units and naq, just that those accounts cannot be attacked.

I thought accounts were either just ostracized or deleted.

Maybe a "suspended" instead of "banned" waiting for the ostracized if things prove right?

Yes it does sound plausible.
The person in question though is Omoc.... which sounds a bit odd.

I don't know, I haven't seen him on forum for a while either.
He usually posts quite often. I don't actually know him myself, I just came across his account.

Yeah, it's a bad thing...
It's how a lotta the cheaters are cheating resources and whatnot. However, that being said I've also heard of a chunk of people getting auto-banned that shouldn't have been banned.
But..
/running to check the gameadmin...
