What percentage of an enemys planet defence do you need on your fleets to be able to successfully mass it...

You can't hit if you are below 15%, and if you at exactly 15% it takes about 20 (for me) attacks to take it even if repairing and rebuying after every attack. It's quite annoying to do that and costs a lot to a small account like mine. But when I had 25%ish then it took like 10 hits with repairs but not rebuying weapons. I did this a few days after the 15% update went into effect so my numbers might not be perfect but I believe they are close if I remember correctly.

hey i am a prior with 15k fleets wat power will i get when i have all my fleets? and how long will it take me to mass a 30bil defence on a planet?

The best way to find out is trial and error.

Massing a 30B planet with 15k fleets is kinda.. well.. it takes a long time.

I agree, if you are way over the 15% like 25-30% then you can hit 2-3times then repair, if you are right on that 15% each hit repair, because if you hit it a second time and you are under 15% you will lose all your fleets, which is ok if you have 15k, but if you have 60k or 70k its not so cheap to replace.
