Forum Accounts only used to annoy people

Should people be allowed to remain on the forum when they have left the game and only come on here to annoy people, wind people by calling them cheats and badmouthing the game creator?
I mean people like Mukasa etc... They give no value to the community, just pop in to post things like "noob" and "Fuall are cheats".
