Can somebody explain why this failed?

Hey 
this is my assassin power with 200mil planets
Assassin Power 36,300,000,000,000
and this was my targets assassin power
Assassin Capacity: 32,400,000,000,000
I dropped my rank so that i had the 130% rank modifier but i still failed even tho i sent in all 200mil assassins. I`m not much of a seasoned player when it comes with assassins but i thought all i had to do was make my assassin number bigger than his...
Can anyone explain why i failed plz?
