Rate also affects % of their pre-officer total UP to you. Max officer UP bonus is 50% of your natural UP, per officer.
can somebody explain this to me?

The amount of bonus UP you receive from each officer is based on a % of their total up
not including any bonus UP they receive from officers (ie. 'pre-officer').
The % of bonus UP you receive is half the % of your income you give to your officers (ie. at 30% income given to officers, you'll receive 15% of their total, pre-officer UP).
Also, the maximum bonus you can receive from each officer is limited to half of your raw UP.

Hijacking this thread because I found it in the search to ask when you give officer income does it go over the half their natural barrier?

nope, no restrictions on the income they get, its just 30% of wateva your income is... then divided by the no of officers they have.
e.g.
your income= 10bil per turn, and officer rate is set to 30%
if u have 1 officer, he will get 3bil from u, no matter his income, if u have 2 officers, the will get 1.5bil, if u have 3 officers, they will get 1bil each ext ext. (so the 30% u give is divided equaly between the no of officers u have).
