Make This User My Commander bug

I (Jersey, id=1922568) was an officer of disturbed_one (id=21888) just an hour ago, and he had a full 10 officers. Now that I have ascended, he now has 9 officers, but I am unable to make him my commander again. I get this error:
"That commander already has the maximum amount of officers under their commander (10)."
This has got to be a bug, right?

this has come up before the person you are trying o make your commander probably had an officer recently ascended and because the bug some how keeps the officer as attached, when you try to join it seems he already has something he does not at the moment. The Commander can reset this bug by restting his distribution, to 10% and then back to 30%.

Let the turn change before trying to rejoin him, it should update then that he only has 9 officers, thus allowing you to rejoin them.
