is there a way to find the people you are at war with?

Attack -> Rankings by Relations (it's up the top).

By default, it'll start on the page of people you've declared war on.

Also,

Incase you are refering to alliance wars, go via -> attack -> alliance rankings -> find the alliance and click on the number on the right (no of members) to get the complete list of your war opposition.
