let's say that I have 2.3 billion planets. I want to hit someone, who I can't see his army size. however, it says this when I try to spy on him.

It is frowned upon in the cafe of eternity to squash those so far beneath you...
It is also frowned upon to engage in a battle with those clearly superior to you- suicide holds no honor where eyes are always open.
You rethink your actions of attacking those so clearly out of your power levels, since it will only bring scorn from the ranks of the ascended. In general, you can engage realms in between 5x your size, and 1/5th your size.

So I have 2.3 billion planets. there is no way in hell that anyone has 11.5 billion planets lol. and he is rank 42 so I doubt he is 1/5 my size. how is this possible?

I`m pretty sure its a bug or the wrong message is being displayed, i have this same problem when i`m trying to spy on page 1 accounts and i`m normally around 3bil planets so its not due to the 1/5th thing nor is it due to not having enough covert because 2bil cov planets trained with my levels normally gives me rank 1 cov for while i`m farming

I think its something to do with actual rank i`m not sure as even tho i cant spy on them i can still attack them

does the 1/5 work off of rank also perhaps? Try training your covert after the turn change (so as to not affect rank) and see if you get a different result. I'm quite puzzled-as I've never have this happen, and I often spy on the first few pages... Though I never train more than a bil or so into covert.

I always do that. and I can spy on some people but not others. I could spy on the person below and above him in rank.
