ascended stuffs

what all effects CER...
i know the fleets and charsima... but what else effects it or does it always just go down and forces you to keep uping it

when you past 2 bil armysize, your CER gradually falls.
I think that's the last thing that affects CER.

Yeah, the 'modifier' which decreases your CER is based on your total planets/armysize. So the closer you are to 2b planets, the lower the modifier will be (as in, the effect will be lower) and the closer your CER will be to your actual CER.
Actual CER being worked out based on fleets and charisma.
