How important does a person have to be before they are considered assassinated instead of just murdered?

I am all about relatively [fill in word here] stuff
To answer properly, they must be a figurehead to the people(majority that is) or have in some way been at the height of media/attention! Mostly assassination is a shock tactic so it would only apply to a person who's murder would shock a population
