This from the Market Broker...
"Note: If you are doing a direct player to player 'cash trade' you can use this system to track the transfer of goods from your account to their account, and note the amount of the transaction such that BOTH PARTIES HAVE INDICATED THEY AGREED TO THE TERMS. You can use the system history to prove the goods were delivered as a part of a trade agreed by both parties.
The game administration takes absolutely no responsibility for this transaction since outside of game interactions cannot be confirmed or denied by the game.
The benefit provided is simply a record of the accepted details and confirmation that the ingame goods were sent, incase of any need to contest the details or transaction.
Recommendation: the one giving the funds initiates the trade, the receiver can use this system to confirm the receipt of funds, and upon confirmation/acceptance of the trade the ingame goods would be automatically transferred to the receiving player (assuming they are available).
If the recieving player declines the trade (after funds are delivered) it is assumed that the transaction can be contested at the monetary institution (paypal or other) whereas trading goods first, provides no such ability to claim the other side did not deliver on their side of the trade.
Again THE GAME ADMINISTRATION TAKES NO RESPONSIBILITY FOR THESE DETAILS, HIGHLY DISCOURAGES SUCH TRANSACTIONS DUE TO THE RISK, and OFFERS NO GUARANTEE OR WARANTEE THAT ANY INFORMATION PROVIDED HEREIN WILL ACT AS PROOF OR CONFIRMATION ACCEPTABLE BY ANY THIRD PARTY THAT GOODS OR PROMISES WERE OR WERE NOT FULFILLED.
ANY PLAYER WHO RECIEVES CASH FROM TRADES AND IS CAUSE FOR A COMPLAINT OR INVESTIGATION THAT IS BROUGHT TO THE GAME ADMINISTRATION BY A FINANCIAL INSTITUTION, WILL BE DELETED, REGARDLESS OF THE RESULT OF THE COMPAINT OR INVESTIGATION. THESE COMPLAINTS AND INVESTIGATIONS --NO MATTER THE RESULT -- TARNISH OUR REPUTATION WHICH HAS SERIOUS CONSEQUENCES."

Can't be policed, so it cannot be admin's responsibility, so it is your own.
That's basically how it is.
You take a risk when cash-trading, and admin makes sure that whatever happens outside of his confines (Cash Ingame Market) isn't in any way his responsibility. And frankly, had he said he would refund everyone who was scammed, I'd have considered him a fool. After all, what you cannot police is not your responsibility, but the responsibility of those involved.
Best thing you could do to make things more secure is buy or sell your resources in packages through eBay. Then again, there's the aspect of laziness, as shown by the "I got scammed for 5.6m UU" thread. People want the quick and easy, not the secure. Quick and easy = more risk. Secure = lower risk, more time and effort.
Summary sufficed; "Take your own darned responsibility."

but admin saying scamming is allowed would only further promote it, instead of at least trying to get rid of it

Of course admin doesn't want scamming. He knows that being scammed can ruin the game for people. He doesn't want scamming. He doesn't want his game ruined.
Problem is, admin does not have authority over cash trades because he does not have authority over Paypal or credit card institutions. That being said, it is unlikely that scammed individuals can recover their money.
In some cases, admin has helped people in recovering their accounts and resources, but never the money.

it's allowed by ingame rules, but for a long time, players chose for the sake of morality, to mass and sit on anyone guilty of scamming.
scamming CANNOT be prevented on an administrative level, outside of the broker system.
if you attempt to trade outside the broker system, then you have to accept that admin has chosen to take a non-interference policy on scamming. Player justice is your only comeback.

Well it has always been that way ingame, when it was account stealing, sometimes account helped, because it was obvious, but sometimes he didn't. For cash scam it's a problem, but shows you shouldn't trust everyone, like you do in real life, as not everyone is trustworthy.

even u proved he stated it shouldnt happen, and that it is also not against rules, what i asked is to know IF it is true he said it !
And yes he could delete accounts involved into an scamm, not with money but other resources, even tho in this kind of case stupidity should be punished aswell and both accounts deleted! Still i want to know if he said that! just that, cause it will change a lot in this game for me if so!

Ya its true.
I hate scamming and scammers but I cant do **Filtered** about it. There will always be people destroying other people's work. Its the circle of life. Its a certain motivation, it keeps us going.
