officer bug maybe?

ok I have the max officer count and it is 10. than i checked commander rankings and there was a guy with 18 officers (omoc) WTH? well just askin

admin never booted over 10 officers. so omoc prolly didnt lose his officers since the update came out. i had 16 officers for awhile until they ascended then they couldnt join up. so once they leave him they wont be able to join him again or anyone else unless its a bug.
