i have an idea about perg. let say, while you are there, you loose 2X soldiers when you are attacking, or when you are attacked. costs would also be double and players wouldnt be able to get G&R in perg. what do you other players think about that.

there has to be some penalties for staying in perg all the time. at least G&R thing should be accepted

bad idea. game play is supposed to have the same mechanics in perg and the lack of ATs is more than enough punishment in perg.
if you want to fix perg then see my idea

No access to the greater market functions is an immense penalty.

Please do not draw conclusions without adequate evidence. Despite your claim of "stat building and hiding", there are other motivations for why I like perg the way it is. Because of the limits placed on AT's (even with the MT weekly purchase), perg mandates a slower playing style. I like that. It suits my RL and allows this game to be what I want it to be . . . a diversion.

And so can you, for there is balance in the universe. However, I cannot access the private market in perg. I cannot broker to other players. That is a great advantage in normal, especially in war, don't you think? Therefore, my growth is going to based on my own actions, not what I can purchase from others (not that I see issue with this). In war, while I can stand next to my alliance and sisters and brothers in the struggle, we cannot give resources to support one another. Again, I say this is a great penalty.

you still get an income from your CO, even if he is in normal realm

So? I do not see how the 30% (potentially) of whatever a commander may give an officer is the straw that breaks the camel's back.
