If there is, I have a proposal...

The collective has no use for leaders as the weaker organic beings do. We elect representatives based on the situation and our whims. Give your proposal to the collective or wait until we contact you.

In my days of knowing, it tells me that there is always one above, one who resides above all others, one who directs.

As a collective cannot make a decision on its own without a reference.

well why dont you tell us your plan and we see if its that important to take it to our mystic high council

Replicators operate as a hive mind, any individual block, collection of blocks, nanocell or collection of nano cells are able to communicate with all other replicators. Human form replicators are really just a representative that facilitates two way communication with organics.
